Two Birmingham-area lawmakers were the only members of Alabama's delegation to support the bill ending the partial government shutdown,and raising the debt limit.  Congressman Spencer Bachus (R-Vestavia) said the government must take up entitlement reform in order to cut the deficit and debt, or face more crises in the future.   Congresswoman Terri Sewell (D-Birmingham) said that Congress must address the debt crisis, but felt it was irresponsible to do it at the expense of the economy.   In another development, Sen. Jeff Sessions (R-Mobile) was named to lead Senate Republicans on the new joint House-Senate committee charged with hammering out a long-term budget plan.
