In a memo to the state comptroller, the Governor ended the policy from 2008 that allowed "paying prisoner food service allowances directly to sheriffs in their personal capacities." She has now directed that money to go to "government accounts". A law created during the Depression gave sheriff's $1.75 a day to feed each prisoner, and allowed the sheriffs to keep the leftover money. Critics claimed that was an incentive to feed prisoners inadequately. The Governor's legal office cites a 2011 Attorney General opinion saying those funds can only be used for "feeding prisoners".
