For the second time in a week, a former police officer for the Helena Police Department is in trouble with the law. William Christopher Rowland was busted for theft in Shelby County last week. Now, Chilton County authorities say Rowland has been arrested for theft as well as receiving stolen property. In addition, arresting officers say Rowland was in possession of methamphetamine when he was taken into custody.
