Alabama Asks Supreme Court to Allow Congressional Map

Alabama Secretary of State John Merrill Friday filed an emergency appeal with the U.S. Supreme Court, requesting that the state's Congressional map be reinstated. A three-judge federal appeals panel refused to stay a ruling striking down the map. The panel is demanding Alabama create a second black majority district, which could cost Republicans a seat in Congress. Merrill's petition was filed with Justice Clarence Thomas.
